Or Thy joined IIRR as the Cambodia Country Manager in May 2012 where he leads the IIRR Cambodia Country program and is responsible for consulting service delivery, networking and partnership with other institutions, community development specialist of Emergency Food Assistance Project – Additional Financing (EFAP-AF) and joint project development with partners. In previous roles, Thy was an intermittent community development specialist of EFAP and Plan International Cambodia for 2 years where he organized induction workshops in 10 provinces, wrote inception reports, conducted participatory field needs assessment, and coordinated, trained and mentored 10 local non-governmental organizations, and provincial line department in 10 provinces. He also worked at Concern Worldwide Cambodia as their National Food, Income and Market Advisor and the Cambodian Center for Study and Development in Agriculture (CEDAC) where he was the Senior Program Advisor providing trainings on regional economic development and management for rural areas. In Thy’s work history, his career led to him to have additional roles such as Trainer, Project Coordinator, Training Coordinator, Program Officer, Steering Committee, Program Advisor, Senior Program Advisor, Advisory Board Member of National Prosperity Association, Lecturer at International University in Phnom Penh.
Thy’s experience allowed him to acquire skills in program management, budget management, proposal and report writing, and training of stakeholders on micro-business management, stakeholder mobilization, local economic development, and community mobilization. In all of his experience, Thy has written research documents, training manuals, operational guidelines, resource books on agriculture, social protection, water-user community and regional management for organizations such as Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, VVOB-Education for Development, United Nations Development Programme, Irrigation Service Center, and Mekong Institute in Thailand. Thy obtained his Master of Science in Rural Development from International University in Phnom Penh and his Bachelor of Science in Agronomy from the Royal University of Agriculture in Phnom Penh.
